The Technical Board clarified that we're allowed to move the library, and that this is the preferred course of action, but did not assign anyone to move it. In order to get it moved, we would need to find a core dev who cares enough to move it. See the log of the meeting:

At this point, the best bet would be to try to find a core dev willing to move it. The library probably won't be moved until Hardy+1, which is unfortunate.
