I've actually fixed the problem.
I googled for someone's sources.list for dapper, and used that. Now everything is working perfectly.
The only difference I could find was:
deb http://archive.ubuntu.com/ubuntu dapper-updates main restricted as apposed to: deb http://archive.ubuntu.com/ubuntu dapper-updates main
the first one is what worked. this is definately a sources.list problem, not a bug.
apologies for consuming your valuable bug fixing time when it could have been used on much more immediate issues.
