I use ubuntu 13.04 whith gnome shell and adwaita theme and I affected with this problem. I resolve use this command in a terminal

gsettings set com.canonical.desktop.interface scrollbar-mode normal

for Disable overlay scrollbars in Ubuntu 13.04
