I verified the test case using
- version 2.62.2-2~ubuntu19.10.1 of libglib2.0-{0,bin,data} from
  eoan-proposed
- version 1.5.21-1~exp2ubuntu2.1 of the ibus packages from
  ppa:ubuntu-security-proposed/ppa

Could successfully input Bangla characters in Kate using ibus-avro.
