Comment 1 for bug 488835

I would like to see this using either libcap2 or libcap-ng in the build-deps. libcap-ng is in universe, and libcap2 would require a small amount of porting (there is a single use of the libcap-ng routines). Beyond that, it looks totally fine to me. +1 on the use of a capabilities library.
