I believe control-agent-commands.so was just in the example, and it's one of the "premium" hooks that isc sells for its customers. Also, the new example and documentation in 1.6.1 no longer show it at https://kea.readthedocs.io/en/latest/arm/hooks.html#ha-high-availability and I tested that setup.
