Think it's not a ()Ubuntu bug, under sidux the same problems exists. Everytime i had to install python packets. Today - same problem under sidux - i had to install python-sip4 (sudo aptitude install python-sip4 ).

Its expedient to check the error-log by typing "kcontrol" in the console, to fix the bug.
