Here using:
Qt: 4.6.0 (Qt git branch 4.6 commit c5c58c2368f71c5d0067c9389c8ad04c41b66db5 Date: Wed Sep 9 15:09:34 2009 +0200) KDE: 4.3.72 (KDE 4.3.72 (KDE 4.4 >= 20091015)) kdelibs svn rev. 1037743 / kdebase svn rev. 1037743 on ArchLinux i686 - Kernel 2.6.30.6
I can confirm this bug with the "Configure Notifications" dialog, but not with the "Configure Toolbars". "Configure Shortcuts" seems to be modal so it doesn't cause the described behavior.
