After investigating problem, it seems this problem also occurs with Qt only
applications, and still occurs with Qt 4.3(with qt-copy patches) as well as
Qt 3.3. When trying to narrow down to what call grabbed the keyboard, I also
discovered that when the window with the popup does not have focus, shortcuts
will still work.

Tested on KDE 3.5.7 with volume controls/Xmodmap and a svn checkout of qt-copy
from KDE for Qt 4.3.
