It seems to me that one problem is simply that the handle needs to appear at all. Since the handle doesn't appear until you hover the plasmoid itself, there is no way to move your mouse directly to it, even if you know exactly where it will appear. I think the most straightforward solution to this is to make all applet handles visible at all times when in edit mode.

For resizing, it might even make sense to expand the applet handle into a full-fledged 4-sided border, or at least a bit in each corner and in the middle of each side with a resize handle. Also, for power users, Alt+right click and drag should work for plasmoids like it does for windows. Or maybe just right click and drag, without alt. I'm just throwing these out there; I'll let the usability experts sort things out.

When not in edit mode, handles should either work like they do currently (show on hover), or else not appear at all.
