I like Ryan's idea. When widgets are unlocked, the handle should always be visible. That matches the behavior of the KDE3 and Microsoft taskbar.
Also, a request for more buttons on the handle (possibly customizable a la normal window decorations)
- maximize -- fill the visible screen; alternate clicks would just fill horizontally or vertically
- shade -- only show the handle
- minimize -- shrink to a stamp/icon a la OSX and possibly move near the cashew
- reset -- return to the original zoom and rotation
- background/transparency -- change the background hue and transparency
Some of these may do better in a context menu available from the plasmoid's handle.
