FiNeX: your mockup is still unusual: if you resize the bottom edge, the top of the plasmoid goes to where the bottom was before. It would be better if in this case, when the handle reaches the bottom of the plasmoid, the top jumped back to the original top edge - but the layout of the handle (where the resize button is normally at the top) would be strange.

I second Maciej, the best is the traditional window resizing method (with edges appearing if you move the mouse over or near the plasmoid).
