It's broken from your point of view. And I didn't say anything about 2 'modes'. What I had in mind was a few options, each of them customizing one aspect of the plasmoids' moving and resizing. Like "resize from center y/n" "moving handle placed at mouse/left/right/up/down" etc. I don't think it would increase complexity that much and the user wouldn't go crazy if there was a new pane in the desktop config or something.
