Comment 72 for bug 253709

In my opinion it would be the best, if the resizing and placement can be done like a window: if the mouse is over a plasmoid a big frame appears and you can resize them intuitve. Some buttons like a "x" for "close" (delete the plasmoid), a "spanner" for "preferences" and a "resize"-icon can be there like the normal window-buttons.

The advantage are better handling, intuitiv (we alle know about the handling of window's) and at last a better handling on small displays like the Nokia N900 ;)
