kdetv sometimes failes to release v4l resources

Bug Description
I frequently start/stop my kdetv (i.e not per second or so but after a minute or two I shut it down and restart it after a few minutes).
Regularly (not often but frequenly enough to be very annoying). kdetv is not able to release the v4l resource or so because even if the
window is gone, i still hear the sound of the TV. When I restart the kdetv application in that situation it is unable to grab v4l resources (dialog pops up
to tell me so) and ps -ax hangs on the kdetv application hanging around. (i.e the proc entry still is there but is for some reason unreadable or locked for ps -ax).
If this happens the only thing I can do is to reboot the system by using the hard-shutdown as ps-ax hangs and it is used in the regular shutdown mechnism.
I alread reported this error in linux kernel but I am not sure whether this is the correct place as it seems to be a v4l problem.
However I must say that have the *impression* that this error *sometimes* causes a complete system freeze (nothing moves anymore (not even the
mouse cursor but the desktop screen remains as it was just before the freeze). This *might* be related or *not* but I give the info fwiw.
It happens for me too.
It must be a kernel problem, not a kdetv one, since it's weird that a single user program can mess the whole system like this.
This bug was present too in debian unstable one year ago.
