Hi dannf, yes, I think that is the missing bit.

I've did a PPA build of a modified 'kdump-tools' package for lunar, that is available here:
https://launchpad.net/~fheimes/+archive/ubuntu/lp1982582/+packages
That I was able to successfully test on lunar/s390x.
I've attached my test run here.

I'll now work on a debdiff...
