I had forgotten two things:

In your /etc/default/console-setup, set VERBOSE_OUTPUT=yes; and make sure that you run setupcon as root.

Any change? If not, please include the output that console-setup gives (you may want to run it as "sudo setupcon >&/tmp/setupcon.out" or some such, to obtain the output so you can paste it into your response).
