For the Ubuntu packaging, you can

bzr branch lp:~ubuntu-server-dev/keystone/essex

edit the file (debian/keystone.logrotate)

Then propose merging.

I think.. not entirely sure if thats the workflow the team uses, but it would be the usual Ubuntu packaging workflow.

Anyway, confirmed that this bug exists and needs fixing.
