Certainly, getting access to an X server with an 8-bit pseudo-color visual is
not the problem. So, you're correct that an offer of hardware won't help get the
problem fixed.

The reason this situation exists is not due to some careless lack of testing.
For cairo at least, there was a conscious acknowledgment from the developers
that have been working on cairo so far that the 8-bit pseudo-color case is
uninteresting.

Obviously, (from the traffic here), there are users that are interested in this
case. So what falls to the users is finding a capable developer that is
motivated (or that could be made motivated) to fix this.
