  * Team upload.
  * Move libmodule-build-perl to B-D-I.
    Only needed for tests.

  * Set Rules-Requires-Root: no.
  * Bump debhelper-compat to 13.
  * Drop unneeded version constraints from (build) dependencies.
  * Annotate test-only build dependencies with <!nocheck>.
  * Wrap long lines in changelog entries: 0.63-2.
