What is the application you printed from?
I did a test with my HP DeskJet 3820 printer using OpenOffice.org and draft and normal mode printout both work.

The CUPS web interface changes default printer options directly in the PPD files located in /etc/cups/ppd.

gnome-cups-manager printer options are saved in ~/.lpoptions

You can type this in a terminal to see if options are set by gnome-cups-manager:
$ lpoptions
