  * Tests: don't use skip-not-installable (see #992673).
  * Accept libclblast as an alternative to libclblas.
  * Disable *gemv under libclblast to avoid wrong results (see #992673).
  * Where available, test against both libclblas and libclblast.
  * Bump Standards-Version and compat (no changes needed).
