As Martin said, you need to first enable the proposed repository (https://wiki.ubuntu.com/Testing/EnableProposed).
Afterwards, the following commands will install Martins version of the libical0 library:-

sudo apt-get update
sudo aptitude -t jaunty-proposed install libical0
