sorry, but this is a workaround and not a solution. i don't think it is wise to increase cups connection timeouts, especially if you run cups server for a large institution with a lot of printers and a lot of clients...
from the description of the bug and discussion here it is clear this is a libre bug which can not be fixed by this workaround. you just made the time after which libre fails to print larger. this is not the right solution...
