More tests with LibreOffice 3.3 shows the following:

1) saving and loading the labels document works. At this release, the page size is set to custom.
Custom width: 21.71 cm
custom height: 25,86 cm

2) setting the page size to Letter breaks the labels layout, and displays the same problem of this bug. The width of the letter size is smaller than the custom page size.

My conclusion is that the present labels position calculation requires custom pages.
