  * Convert libvformat to multiarch.
  * Remove useless dependency on libc6-dev.

    + Use dpkg-buildflags to set CPPFLAGS, CFLAGS and LDFLAGS.

    + Document global license and copyright.
  * Set DM-Upload-Allowed flag.
