This issue could be found on B-gcp as well.

But set the LTP_TIMEOUT_MUL to 3 can make it pass.

It tooks:
real 8m50.670s
user 1m54.287s
sys 4m39.889s

On GCP, so LTP_TIMEOUT_MUL=3 is quite enough.

Next is to see if this fix works for Moonshot ARM64.
