  * repair incorrectly-bifurcated dh_installexamples override
  * install html-associated documentation formula.repository
  * no need for root while building
  * set STB_IMAGE_INCLUDE_DIR to make sure cmake finds stb include files
  * generate Python3 bindings package
    - various build dependencies
    - debian/rules support for dh_python3 and dh_numpy3
    - install python3 module per policy
