Thank you for taking the time to report this bug and helping to make Ubuntu better. You reported this bug a while ago and there hasn't been any activity in it recently. We were wondering if this is still an issue for you. Can you try with the latest Ubuntu release? I have been unable to reproduce this issue with Thunderbird 2.0.0.19. Specifically, the following mailto: URIs all work as expected:

mailto:<email address hidden> -> To: is filled with '<email address hidden>'
mailto:Joel%20Goguen%20%<email address hidden>%3E -> To: is filled with 'Joel Goguen <email address hidden>'
mailto:Joel%20Goguen%20%3Cjgoguen%40jgoguen.ca%3E -> To: is filled with 'Joel Goguen <email address hidden>'
mailto:Joel Goguen <email address hidden> -> To: is filled with 'Joel Goguen <email address hidden>'
