phpmyadmin can't be configured because need a msysql-server configured and running without issues, if you see your dpkg output, you can see that mysql-server is not correctly configured or something happened in initscript. Did you tried to reinstall mysql or was a fresh install of this? You should purge mysql-server package and install again (don't forget to run an apt-get update before).
