Looks like an external program to me which would go into the contrib/
directory inside the source. I haven't looked inside the tarball,
though, and the description is somewhat lacking.
I'm not sure why this is not closed. Anyways, these are just
supplemental scripts which download metadata. It's nice to have them but
not too critical if they're broken.
MythWeather was recently redesigned to be more flexible wrt data
sources. While it's basically working, I'd consider the UI unusable. So
yes, there needs to be work done.

True. Some "features" will improve usability (eg in the case of
mythweather: any change that'll prevent the user from gnawing their leg
off due to frustration is an improvement) or are simply small enough
that they don't matter, eg supplemental scripts or stuff which goes to
contrib/.
