No, this is "disabled" by default; it's only enabled if the user configures a new wireless network as WPA/WPA2 Enterprise; and further chooses the EAP-FAST auth method (from a drop-down).

AFAIK this particular auth method isn't provided in the Plasma network-manager applet.
