ok ... I reread this bug. If you don't select roaming mode in gnome network-admin (this is what is open if you select manually configuration ... in network manager), then network manager will not manage that wireless device at all, because you "manually configured it". Thus, you will not be able to see other networks - actually you will see no results from that interface at all anymore.
