I can confirm this bug...

Host: VMWare ESXi 3.5
Guest: Ubuntu Server 8.10

Can you elaborate a little more on your solution, as the one that ravidgemole provided also does not work for me.

I will attempt to re-order the startup scripts so that the open-vm-tools starts before networking to see if that helps... I will post my results.
