1) Really the issue here was that no one was working on KDE4 support besides Roman and KDE3 support wasn't working very well so we switched the the KDE4 support as soon as we could to get the number of bugs down as quickly as possible.

4) True and is a huge issue in that we have no way to even declare old fixed bugs as dead and not allow new comments on them. I get bug reports on bugs that have been fixed for many years from users claiming the same issue (they aren't) is showing up again. Its almost always because the bug details are too vague for the user to understand they aren't seeing the same issue. There generally isn't anything that can really be done to fix that issue except to hopefully one day get support for marking bugs as locked for new comments.
