Yes, I tested this with Feisty Herd 5 and the latest updates (OOo 2.2 rc3)

I couldn't reproduce this with English (US) or French (Canada), attached is a screen capture of my result.

My procedure:

1) Open OOo Writer.
2) Format toolbar > Page...
3) Page tab > Format = A4, Top = 0.00cm.
4) Ok, Accept warning that it will be out of print range.
5) Format toolbar > Page... to show the page settings in the screenshot.
