Unfortunately KDE is very immature when it comes to connectivity.
Try plasma-widget-networkmanagement 0.1, it works for me. If you are not lucky on that too, try pon/poff via terminal (pppconfig can do it all).
I also reproduced this bug on Chakra Linux, so I guess it's KDE.
