No; bug #496765 is about the fact that the *text* passed as the --prompt argument to plymouth is not displayed. This bug (which I've just reproduced by passing i915.modeset=0 on the kernel commandline) is about getting a completely black screen with plymouth.
Should plymouth work on non-KMS video currently?
