Investigating #2
- failures are the same across architectures
- failures are the same across releases (both go 10.6 -> 10.7)
- failures are not install/dependency issues, but real mismatches of expected test-behavior vs real-behavior

Note: The changelog didn't mention this need to rebuild extensions even for version 11 where it was discussed, maybe this is an effect of just that with "old" extensions not loading - I'll keep an extra eye for that.

... going to try a local repro with pg-repack which has the lowest amount of failing tests (less logs/output to read)
