This bug was fixed in the package procps - 1:3.2.8-10ubuntu3

  * debian/rules: fix installation in a schroot by telling dh_installinit
    to use the old '|| :' behavior instead of the default behavior (exiting
    with error) by specifying '--error-handler=:' (LP: #753675)
