This is now on hold because of the test regressions. I've now also managed to test that the Weather App autopilot tests reliably regress for some reason if the "Make sure networkAccessibilityChanged is emitted" patch is included (patch set 13). Without the PPA or with a PPA that contains all the other patches there are no regressions. Log attached.

However, without this last patch the bugs described in this bug report are also not fixed.
