rail: Replace Agent-string Internal Library

 RAIL is a elisp library, translates codenames with latin chars of
 FLIM/SEMI/XEmacs/UTF-2000-Mule/Meadow to Japanese characters (On
 irchat-pj, Japanize code name for "CTCP VERSION" return string).
