Can you start smbd and nmbd without using swat? What happens if you run?
$ sudo /etc/init.d/samba restart

What does the SWAT WebGUI tell you when it won't let your start smbd and nmbd?

/var/log/daemon.log is usually a good place to look when you have uncooperative daemons.
