This is _very_ strange. Which version is your scim? And please paste the results of following commands after running "im-switch -s scim" and logout then relogin GNOME:

locale
ls -l ~/.xinput.d
cat /etc/X11/xinit/xinput.d/scim
echo $GTK_IM_MODULE
