There you can see that the installed .deb for systemd is 249.11-0ubuntu3.12, that /etc/default/keyboard and /etc/default/locale are soft links to the same files at /etc/writable/default, that /etc/writable/default/keyboard file doesn't exist and /etc/writable/default/locale contains C.UTF-8. And after following the test protocol, locale now contains es_ES.UTF-8, and keyboard file exists with es layout and pc105 model.
