Update:
this problem seems to have been partially-solved, as of today, using hardy with latest updates (2008-09-08). Now installing texlive-latex-recommended properly installs the kvoptions package and resolves the "missing kvoptions.sty" problem.

a default installation of texlive, though, still has this missing dependency, so it seems that for complete resolution of this problem, this package needs to be moved to texlive-latex-base.
