Speaking as someone, who has gotten used to hitting TAB twice, still thinking, that some consistency might be desirable, so below a try to find a semantic for the different key capabilities:

# TAB navigates the form as presented initially
# ENTER creates new fields (composer) or submits the form (web)

Of course all of the world is inconistent, yet day by day humans manage somehow and hitting one more key to compose an email message will not grind the economy to a halt ;) But at least a key should not have different meanings in a single widget, i.e. depending on whether auto-complete found the time and occasion to fire…
