We intentionally created the wesnoth-all metapackage so that people installing
wesnoth did get the campaigns, sounds, etc but didn't get the server installed.
So if someone has wesnoth-server installed it's because they have manually
installed it, as no package in the archive Depends, Recommends or Suggests it.
I'd be bothered if I had a server running and installing the wesnoth-server
package didn't properly configure with the default parameters the server, as
it's expected for a Debian package shipping a daemon.
