Comment 12 for bug 46046

Have the same problem (ubuntu hardy 8.04). I think it first appeared when i reconfigured xserver-xorg.

If you look at the attachment it showing, In System > Preferences > Keyboard > Layouts, it doesn't matter which language i have chosen(with the radio button), it only matters which one that is one the top. The topmost one is the one being used in the test typing field.
