Just to add some additional info, I was also affected by this bug during the test of a localized (ca_ES.UTF-8) Lucid pre-Alpha3 installation.

In my case this caused the language packs not to get installed , although the locale was set up correctly. I also noticed that the package information did not seem to be up-to-date, either, and there seemed to be a problem refreshing it from es.archive.ubuntu.com. Temporarily changing to the main archive seemed to solve that particular issue.
